Joyce Kazadi is a Federal Policy Manager at Coinbase, where she leads Democratic engagement and advances policy solutions shaping the future of digital assets and financial innovation. In her role, she works closely with policymakers on issues including market structure, consumer protection, and expanding access to the financial system. Prior to joining Coinbase, Joyce built a career at the highest levels of government and politics, serving in senior leadership roles across Congress, presidential campaigns, and national institutions. Her work has focused on navigating complex policy environments, building coalitions, and driving strategic initiatives at scale.

Darin Carter

Community Engagement, U.S. Policy Team · Coinbase


Darin Carter currently leads Community Engagement on the U.S. Policy team at Coinbase. He has worn many hats in his 6.5 years at Coinbase, from information security, to social impact, and now policy. In his day to day role, Darin leads initiatives that connect crypto advocates with policymakers. Working closely with the State and Federal teams, he supports the advocacy efforts that have moved crypto legislation forward. Before joining Coinbase, Darin held cybersecurity and risk management roles at EY and Salesforce. He transitioned to tech policy in 2021, leveraging his technical expertise to bridge the gap between technology and regulation.

Katy Ann Searcy

State Level Policy Lead · Coinbase


Katy Ann Searcy leads state-level policy across key markets at Coinbase. Previously, she served in the Biden-Harris White House, including as Chief of Staff to Mitch Landrieu in the Office of Infrastructure Implementation and as Director of Special Projects for the Deputy Chief of Staff, where she supported execution of the Bipartisan Infrastructure Law, CHIPS and Science Act, and Inflation Reduction Act. She has also held roles at Stripe and worked on Hillary Clinton’s campaign and in her personal office. Katy Ann holds a B.A. in Peace, War, and Defense from the University of North Carolina at Chapel Hill.
